Most of the "right wing" in Europe is actually center-left. We don't have any true right wing, or scarcely little of it. And we don't have next to none who is fighting for freedom of speech.
In the Green and Pirate Party "coalition" I think the majority is the Pirate Party which counts for much of those votes. But the extreme left is actually more for some freedoms than the left and center/center-right is. The extreme left is not for free speech but they are for getting free stuff like unrestricted copying. But if Article 13 was about banning "hate speech" on the internet they would all be for it.
The voting on the Article 13 is also probably pushed forward so they get to enact it before new elections to the EU parliament where a stronger right wing, and EU skeptic parties, would be voted in.

Another thing the European Parliment did this morning: pass a law requiring all new vehicles to have speed regulators preventing them from speeding

I think they have paid of and gained the control of most, if not all, of the voters in the "EU Council".If they waited with the vote till after the elections it would fail on both "parliament" and "council". But since it is rushed through so the people don't have a chance to object I think it will pass. It can still probably be used as a election call and revoke the article next round, unless you need all member states to agree to remove a law once it is in place. The best one can hope for is that this leads to a rush of calls for EXITS from the EU. I will at least not follow that article no matter what.

if the law gets approved in April, it will take about 2 years to be implemented. i guess it will go live about New Years 2021.

According to Darksyde Phile Youtube and Twitch said they will just wait and see what happens. If they dont know how to handle it by then, they will just blanket ban everyone frome Europe by that date to avoid crippling lolsuits.

Since every platform now counts as a publisher and is responsible for everything its users say, this is not only massive greed driven copyright trolling, but also yet another attempt at mass censorship.
