So this is a concurrent motion. Concurrent Resolutions: These pass both the House and Senate but do not require a presidential signature. Because they do not go to the President, they do not have the force of law. They are typically used to express the sentiments of both chambers, create joint rules, or set adjournment times.

Not actually legally binding, but Trump might be able to use it as an excuse to say that his hands are tied and that he must end the war immediately.
