He wasn't even hiding in a bunker. He was living at his ordinary residence knowing he would die as a result of the attack. He had only a few years left so I guess that's the way he wanted to go out.

They're not afraid of dying, get that through your head. This is why they appointed multiple layers of replacements to keep the war going as long as needed. It's an alien concept in the West because there hasn't been an existential war in a long, long time.
