He's arguably improved the quality of the platform by getting rid of (most) censorship and transforming it from a left-wing hugbox for journalists into a more general-use platform where people can say what they want. He's also streamlined it and made it run more efficiently by getting rid of unnecessary staff (ie most of its employees). However, providing a discussion platform isn't something that generates revenue on its own; the only way to make money is to sell ads or "sponsored" content, or to charge membership fees. 4chan has the same problem: it's popular, but it doesn't make money.
