I suspect that this might be performative, so the next controlled "based" president can rail against NATO but have a convenient excuse for why he never actually does anything about it. Maybe they're genuinely nervous, but I'm not confident about that possibility.

Bruh, NATO is basically just the US reaching over Europe. I guess it's to make sure the future US will pretty much never leave their World Police status even as the whole damn world makes it unappealing to some future president.

My thoughts are that they must be worried it's going to happen soon, so they're throwing roadblocks in the way to prevent it. A US withdrawal from NATO would pretty much kill it stone dead since the US is the only member that actually contributes anything to it or stations troops anywhere under it's framework, the treaty itself simply being an excuse to deploy american forces within their soft hegemony at will. Their game is to hope demographic replacement is far enough along that the Democrats keep enough power to keep anything from getting done, even, and especially, if that comes at the cost of undoing literally any of the damage they've inflicted in their quest to turn the Republic into Empire and eliminate competitors.
The takeaway from this is that it's an implicit admission that they expect, or perhaps plan, to lose the presidency. Whether that means they can't pull off another rig or won't isn't clear. My theory is that they'll let Trump win the upcoming election to remoralise the american public, but they don't want him to be able to do too much while he's in office, so they're laying the groundwork now to tie his hands and the hands of any president in the years to come from upsetting the order of the day in any real way.
