In a small town, the disappearances of anypony whose heart we give to Pally will be WAY harder to hide, and law enforcement will be more likely to focus on it. PLUS everyone will know that us and Pally are new in town, which makes us obvious suspects.
In a big city, all those problems go away.
That said, big cities have their own problems, like it being harder to not be seen/heard in the middle of the act, and to dispose of the bodies afterwards.
