Idk. I think teenagers can actually benefit from learning to use smart phones earlier in their lives. I say that as someone who didn't get to use one until I was an adult. They are useful tools and using them is only going to become more common in the future, not just for peer communication, but at the workplace too.
Moderation and monitoring are definitely necessary though.
When it comes for payments, it's also a lot cheaper to put the whole family on payment plans.
