As one who once entertained the thought before becoming full ancap, I can explain it a bit.

It isn't true anarchism but could be described as "Minarchist Monarchy." There is a king or other hereditary ruler over the nation, but his power is purely ceremonial. Although he cannot violate the property of others no more than any ordinary citizen, such a ruler would naturally wield great social influence and would be able to exercise "soft power" which could steer society in a positive direction without direct use of force. As a private citizen he would probably be quite wealthy and may act as a private arbiter in law.

The goal is to combine the liberty of anarcho-capitalism with a central rally-point that monarchism enjoys. It is also less likely that this role would be corrupted than a similarly ceremonial but elected position. The weakness is that, over time, monarchs will seek to consolidate their power and eventually establish taxation, bringing us back to ground zero. Also, misguided monarchs, even if ceremonial, can use their influence negatively, such as promotion of homosexuality for example. Still, a "minarchist monarchist" or "paleolibertarian" as our based Polack terms himself is a superior form of governance to anything existing today.

That is all very interesting, but why would a ceremonial Monarch with enough wealth and influence to steer society in an important way allow an Ancap society to collar him to just being purely ceremonial? Under these circumstances even a Burger King could become a Warlord and erect a system of taxation and legitimate Royalty if he could get away with it.

Hoppe is not a feudalist. Feudalism implies the existence of a fixed hierarchy enforced through coercion. Hoppe in his book "A Theory of Socialism and Capitalism" actually heavily disparages what he terms "conservative socialism" which he considers distinct from leftist socialism in one respect only: one seeks to keep a static hierarchy while the other seeks to abolish hierarchy altogether. Ancaps believe that hierarchy is natural and beneficial as some humans more capable/clever/ambitious than others, and therefore effort should be rewarded within a free capitalist system. However, keeping a subset of people in power over others by force–essentially a government–is not only a violation of the NAP but also contradicts the meritocracy of capitalism.

One could argue that a strong libertarian tradition would prevent such consolidation of power, but tradition is valuable only as long as people pay lip-service to it.
