I don't see why it wouldn't happen anyway when there is a large enough lobby with enough money advocating for legalization. Might as well get ahead of the inevitable and get some credit for it with younger voters.
Also "Only Nixon can go to China", it's unconventional for a Republican but maybe it could work as a states' rights and waste of taxpayer money issue and there would be no way to oppose it from the left.
