I am unsure how the law works, but I think he will have a hard time doing that. But it would not surprise me if he tried. I think he can only stop the usage of fan art in commercial products. As frogposting is done for free he can't say others are using his work to make money.

But in a fun ironic twist he should actually go after ADL because it was their labelling of Pepe as a hate symbol that caused him "economic harm". If ADL hadn't been so batshit crazy and butthurt nothing would have changed.
