Problem about those is that there is almost no applied testing for carbon capture line, more specifically how would CO2 act if big amounts of it get injected to soil. Also Trump wasn't first president to speak about this, it was Bush.
Another side is economical, meaning is it even worth it and could you just build nuclear plants that would produce way cheaper energy in the end. Whole thing smells more like trying to appease environmentalist without actually doing anything as coal is getting obsolete as energy chain due nuclear reactors get more and more refined.
