I had read previously that the claimed shooter at Mandalay was a arms dealer. The real plan was to assassinate a Saudi Royal on the 2 floor above. This went wrong because he was not on the above levels and the security guard, or something, interfered with the plan. This lead to the cover-up lone shooter. Firstly it can be falsified to cover the real reason to prevent civil unrest.
