From what I heard, the feds can't get any of the local judges to cooperate, so eventually the go signal came from a grand jury. It does convince me of my suspicions that arresting anyone of substantial standing is wasted effort, cuz literally every facet of justice from judge to cops refuse to do it, forcing it on feds who are even more restricted.
