Prior to Standard Oil a requirement to get a operating business license was to indicate how the business would serve the public good on top of making a profit. However, such regulations 'werent good for business' and the practice of buying politicians began in earnest.
So yes, government 'could' put a stop to such practices by reinstating those prerequisites, but what odds? Politics are infinitely more bought-and-sold than previously.
