They do handcuff as they don't know if pretending to be dead or not. I guess it is procedure. You see it all the time on bodycam video that they handcuff a person even if he is bleeding out. I would guess this is to protect the police and potential medical service that comes to the scene.

Looks like the top and back of his skull is intact, so I don't think it is suicide. Only thing I think of that would leave no blood is a shot to the neck severing the spinal cord stopping the heart instantly, or something like that.

I actually don't think there will be a mass shooting today. That would be pushing the "luck" too far and will make people questioning if it is all a hoax. In two weeks time there will probably be another one just to keep the narrative on the top of the agenda.
