It was a bit, nor sure what word to use, when Muller tried to "explain" why he wrote that although he could not find Trump guilty of anything he couldn't exonerate him either. And then didn't want to affirm that neither he nor AG Barr have the power to exonerate, or knew that the justice system didn't work on the basis of proving someone innocent instead of proving someone guilty.

My take is that Muller is afraid he will accidentally commit suicide by shoot himself twice in the back of the head. He was mumbling a lot and very unsure of himself. He didn't dare to take any stance completely but was heavily leaning towards the Dems.
