Which scientist? What study? They don't know. They just saw "scientists say" in the headline on the huffington compost and didn't even read the article. They ignore studies with contradictory results because they don't practice science and in truth practice popular "consensus."

As you and I both know, in real science the consensus of the greatest minds in the world can be refuted by the lowliest of uneducated idiots who happens to stumble upon even a single piece of evidence that contradicts their hypothesis.

I've seen this mentioned in my news feeds and there were a couple of threads on /pol/ yesterday. Looking into this a little further, it looks like this nontroversy dates back to 2007 during an interview with The Times, where he states that he was “inherently gloomy about the prospect of Africa” because “all our social policies are based on the fact that their intelligence is the same as ours, whereas all the testing says, not really.”
On the side, he also went on to say of workplace equality: “people who have to deal with black employees find this not true.”
At the time, he was kicked out of his position at his job, though he kept the office at the lab there. There was also the usual 'deeply regretful for my comments' prostration that followed, which of course didn't do a thing. His speaking invitations dried up, and he wound up selling his medal in 2014: the first Nobel winner still alive to do so. Take a guess as to why.

This second wave started purely because in a PBS documentary called "American Masters: Decoding Watson", he was asked if his outlook on race and intelligence had changed. His answer being, well...
“Not at all. I would like for them to have changed, that there be new knowledge that says that your nurture is much more important than nature. But I haven’t seen any knowledge. And there’s a difference on the average between blacks and whites on I.Q. tests. I would say the difference is, it’s genetic."
Thus this next round of punitive measures by the intelligentsia.

So in answer to your question, yes. This is the usual batch of tone-policing horseshit.
Friendly reminder that this guy's 90 years old now, yet they've got no compunctions about cannibalizing him in this manner. Take that however you will.
