This is the first that I'm hearing someone call her "Israel-chan", but the character in that image is "Negev" from the mobile game "Girls' Frontline."

In the story Negev is the squad leader of a squad composed entirely of assorted jew guns like the Tavor. In the game you take on the role of a private military contractor and the girls are all civilian model androids that have been repurposed for combat. They're all named after the firearm that they wield. Negev is canonically a big fucking fake and the blood on her outfit is actually ketchup and it's there because she's trying to be edgy.

There is also a clandestine squad of more modern kraut guns known as Squad 404. It's composed of the UMP sisters (UMP9 and UMP45, the squad leader), HK416, and G11. The kraut space magic is the strongest gun in the game right now on the english client.
