Might have been the outgoing government shanking the incoming government so they can say "look you broke your election promise". Or just a rogue department doing its thing. I am not familiar with the full election result but according to Wikipedia no political group or party won an outright majority, resulting in a hung parliament. So who knows what deals was made behind closed doors resulting in Italy saying yes (if it was done by current parliament).
