As stupid as it is, it can be useful if you're on the run and you need to change identity (not in the stupid way). You could just change your appearance and you wouldn't be caught if the police are going by description only.

Next they must remove name, image, nationality, and personal ID number (if anything like here in Norway where the last digits tells if it is a boy (odd number) or a girl (even number)). Then all you have is a blank plastic card.
