Better, but her eyelashes and pale grayish-white skin and eye color still make her somewhat look like Rarity.

I feel that way too, all the time. I try to focus less on that and more enjoy the moment of drawing.
Besides, I don't really think it turned out bad. Like, yeah its a bit off here and there. But really just a few adjustments and it will pop, imo.
Like, one easy fix it draw the back leg thinner and curve more in a bow while letting the barrel line pull towards the tail like it does in real horses. Like my oekaki shows.(Im drawing on a mousepad so its gonna be a bit awkward but something like that. ^^)
Otherwise, I like the tail, it pops out and then falls down like water. The hair hangs down like tangles. And she had harmonic eyes. I would trust her. Very cute. ^^

You draw faces really well. In fact, better than I do. So I am a bit jealous. ^^
I really like the face.
What's so great about the face is that it really has that sense of three-dimensionality. Like I could imagine plucking her head out from the picture right now.
I have some advice, that you might find useful. When it comes to your shading or highlighting, I have hard time pinning down where the light is coming in space. It feels like different body parts are hit with different light sources. So I assume you kinda wing it, which is fine. I thought I just share a trick that I use to know where light is hitting the object in space (I actually came up with it on my own, not that it really matters since I obviously just reinvented the wheel but I was pretty proud ^^ ).
So draw a cube in any perspective you wish. Pick a surface. Now, try to find that surface in your drawing. Whenever you those spots that is it perfect match, that's when you highlight. Everytime, its close, you shade lightly. Every time its not close match, shade more. When the surface you inspect is orthogonal (as in a line through it goes to the vanishing point of your mold square) or more, its in shadow as its not hit by the light.
I'm sorry. I know this explanation sucks. I will have to figure out how to make it make more sense or something. Feel free to ask for clarifications on anything on it. Anyway, I hope i didn't come off as a douche. And I hope drawing ponies keeps your mind off bombs falling on your head for a little while.

The fun parts get you up in momentum, which enables you to do the hard parts. If you only do the hard parts, you slowly start to drag your feet towards the subject at hand.

Not because I am above them. But because I try to adhere to the principle I described above. I believe, "It's better to have fun doing easy stuff than demotivate yourself by doing hard stuff."
So, like, you enjoy drawing, let's say shiba inu dogs; you probably enjoy it, because you are pretty good at it. If you just continue to draw that (what you find fun), eventually you will be like, "Hey, what if I drew the dog in a reaper's cloak while holding a scythe in its paws?" And so it expands. imo.

On top of that, I don't think there really is a wrong way to learn art. Like, it all depends on what you want to do.
Artists can be a bit like dnd/rpg characters in that they have a sheet where point allotments are spread out in different skills unevenly. Like the manga 'Blame' is done by someone who worked with architecture before, and that's why the backgrounds and scenery are quite cool. But you can also have an artist with stylistic flair and expressive art. And so on.
