Now, his conclusion is that they were probably still guilty(though he doesn't say why) but he obviously saw his primary allegiance as to the US and people have a lot dimmer view on legitimacy of coerced confessions now. He was also taken off further inspections after this report and replaced with people who rubber stamped everything as fine.
