I'm not sure who the fuck is in charge now in the globohomo matrix, but the video shown is an insult to any inquisitive person's intelligence.
The specs are totally out of touch regarding of weight and range, not to mention the 4 jets' momentum at the soldiers arms, which would make the flight totally unstable as flesh arms are not suitable for such a controlled fit. Not to mention the jets' blast burning grass, pants, and even the pick-up truck where the CGI pilot landed.

Jetpacks can be a very simple thing to make, depending on the desired goals.
Jetpack man, the guy who does all the jetpack stuff in movies for a long time, uses a monopropellant. Hydrogen Peroxide is pushed through a series of ceramic and silver screens which turn it to steam and oxygen, giving thrust.
Very very simple design and there is no open flame. If I recall correctly the ISP (specific impulse) is around 120sec for such a setup.
If used as a hybrid rocket, ISP should jump to about 2-3x that (250-360) without much more effort.
(I havent watched any of the videos, just making a comment about typical "jetpacks", with knowledge on rocket engine design)
