The Ginyu Force is everything wrong with Dragon Ball at once.

They love fighting "too much", says Goku, the man who spared Vegeta hoping for a good fight and chance to get stronger.
"They leave themselves open too much", we are told, when they have the same fighting style and fighting ability as 99% of the rest of the multiverse.
When they play rock paper scissors to decide the order of fights it's played for laughs now and done unironically later by the heroes in the Buu saga.
Characters who rely on pure power and long chargeup times are mocked when Piccolo "I need many minutes to charge my Special Beam Cannon" Kamiccolo and Goku "if only I had Vegeta to stall for me with Buu so I could power up" Songoku get a pass...
and while we are TOLD characters are strong or fast we are only told this through dialogue.
Strong Jayce and fast Burter fight at exactly the same speed with exactly the same strength.
And despite their attempts to have their own gimmicks, they don't matter in a setting where power levels multiply all your stats.
The only powers that end up mattering are Guldo's timestop and Ginyu's bodyswap which is just used for filler and gets beaten by luck (a frog conveniently ending up near Goku was sheer dumb luck).
Nobody is allowed to be pragmatic with villains who matter because that would end the saga too fast.
Guldo's bullshit was beaten by "because the author says so". In a franchise with Boss Carrot and Super Perfect Cell, this guys timestop needs the "hold ur breath lmao" limit for no reason and telekinesis powers need to be rendered irrelevant by a sneak attack from Vegeta, something that only worked due to Vegeta's superior power level. All Vegeta's sneak attacking with Cell could accomplish was a distraction.
If any of the Ginyu Force served any kind of narrative purpose it would be to show how far our heroes have come... except it does poorly in that regard while reminding you how shallowly Shakira Torimana writes.
He exclusively relies on surface level character traits and expects fans to fill in the blanks with headcanons and rationalizations. He just tells you shit while what he shows you contradicts it. You need to be told this laser or punch is better than the last one because the characterd say so even though everyone makes the same craters in the ground and the same amount of collateral damage whenever the author forgets where the power levels are right now.

Remember that scene in Dragon Ball where Krillin and Roshi fight, the watchers and audience see nothing, and the characters re-enact the fight in slow motion? Comedy gold. But somewhere down the line Tony Yanma forgot he was writing a comedy like Kung Pow Enter The Fist or Kung Fu Hustle. He got his head so far up his own ass I'm surprised Goku's Power Pole was never upgraded in the Universe Survival Arc with poop on a stick.

but Legosi is an interesting Beastars character. Same goes for Louis and Jack. Bill is interesting too. But Haru is just some rabbit girl.
She is small and weak and helpless, but she doesn't do anything interesting with this as a character. She doesn't try to become strong. Slutting around made her feel important but I never saw her regret these days onscreen and call slutting around a bad thing. She doesn't find her own way to be strong without needing to be physically dangerous, like getting a gun. She just sort of waits for the plot to happen and fades into the background whenever things are not all about her.
Louis is a cunt at the start of the series. A massive cunt. The story focuses on the newspaper so much, I expected them to snap pictures of him being a cunt and ruin his reputation. But that never went anywhere. Aside from taking some play too seriously and letting Legosi do all the Haru-saving before attempting suicide by lion mafia only to fail and become a mafia boss only to do nothing to reform the black market's policies on captive kids, what does he do in the story that matters? Legosi already wanted to win that fight with Riz and was winning fights against multiple adult fighters intelligently before the author decided he had to fight like a moron so he could rely on Deer meat.
Jack is a cool character. He deserved more screentime.
Whether you have a problem with Haru being a slut before she got around to Legosi or not, what does she have going for her as a character?
Legosi's struggles dating something outside his species, a herbivore smaller than him at that, and what society thinks of this... the same love story could still work if he wanted to fuck a different herbivore, or a female dog, or a cat, or a hybrid, or any nonwolf. Society could frown upon mixed race relationships just as hard, and the dynamic with Juno the wolf girl society thinks he should be with would still work.
Surely Haru or Louis (or both) would be a more interesting character if they wanted to close down or reform the black market or the government' meat policies. It would give them a reason to want to be the main Beastar. And this world created dogs, so they have the technology to genetically modify some herbivores into mindless soulless farm animals, solving the furry world food question.
Nothing important to Haru as a character matters to the story besides her species and her love for Legosi.
Maybe it's because I haven't finished the manga yet but I think Haru as a character could have used more time in the oven before the series started.
Perhaps Kyu represents a satire of criticisms of Haru. This hypercompetent magical rabbit with bullshit rope tricks has huge tits and a tragic past and Jojos stands hides knives inside her ears and can become a giant hybrid. It's as if the author heard someone call Haru "weak and boring and entirely disconnected from the important stories being told" and decided to create the silliest "strong woman rabbit linked to the black market" character she could. I understand it's hard to make high school romance drama characters relevant after you introduce mafias and global conspiracies and more, nobody's going to be rooting for Pina to get the starring role in some high school play when there are more important things going on with major life and death stakes. I don't know if the story was planned this way from the start. But I hope the author enjoyed writing this.

Btw did you notice how shit sequels tend to get insecurely meta about the fact that they are sequels? Villains start opposing the idea of things continuing and the hero existing first, and being anything else second.

Legend of Korra was a great example of that. Villain one says bending is discriminatory because some people cannot do it, and wishes to depower the world in the name of equality, except he's cynically using that lie to gain power to stick it to his father by doing exactly as his father wanted. The villain of season 2 says the world isn't spiritual enough so it gets more spirits after the insecure showruiners retcon Avatar into having their awful ideas in it. The villain's a child's understanding of a religious leader who wants the old ways back, because hurr durr darkness and chaos would totally appeal to the traditionalist who loves traditions unfamiliar to the audience. The show got a little less shit from S3 onwards because it got the real genius responsible for its best episodes and ideas back. The villains of season 3 just really hate order and heirarchy almost as much as they want the Jedi to end. I mean the Avatar. And because the showruiners were told no when they wanted to make a shitton of air nomads come out of hiding after Aang won, they make a bunch of brownish indian/chinese Designated Street Benders become the new buddist monks. Season 4 is a child's understanding of nazism complete with giant mecha nuclear magic laserbeam robot, and like all the other Villains(tm), she does not think the Avatar should be a thing.

No philosophical arguments over whether the most important person in the world should be born with this potential and forced to abandon who he could have been and the life he could have had to go and learn martial arts to be a living weapon for the spirits and the nebulous concepts of balance and harmony to enforce equality on inherently unequal groups of people.
