US Cell Network Happening

Complete outage of most major US cell carriers at 11:22PM CET (I think), 3:45-4:00AM EST.
News sites aren't treating this as being a huge fucking problem, despite the fact that it's a COUNTRY-WIDE OUTAGE.

If what phone-workerfag said on 4cuck is correct, all cell major cell services went down around this time -at the same time-.

Alright, from what I've gathered. it seems that this outage is primarily an AT&T problem.

Most cell networks from other providers are fine, but anything that runs with AT&T as it's backbone is hit the worst: particularly networks that use AT&T for roaming.

Now the real questions:

Incompetence?
Malice?
Inside job?
Social engineering?
A combination of the above?

Allegedly a cisco update that caused this problem:

This is why everyone needs a HAM radio and at least two NPR 70 modems.

>Incompetence?
Most certainly.
>Malice? You'd hear rumors about who was responsible by now.
Debatable.
>Inside job?
Unlikely. AT&T has nothing to gain from this.
>Social engineering?
Always plausible, but to what end? What's the endgame for such a maneuver?
>A combination of the above?
If it isn't sheer incompetence, then this is possible.
